I would distinguish Babylon the great city (Rome see for comparison 1 Peter 5:13) and Sodom the great city (Jerusalem see Isaiah 1:9-10 Jeremiah 23:10 ...). I find puzzling the statement Sodom and Egypt.

Although there are difficulties of interpretation Revelation 11:1-13 seems to be set in Jerusalem. Particularly in light of the allusions to Zechariah.

FWIW, Eusebius writes the following;
. And Peter makes mention of Mark in his first epistle which they say that he wrote in Rome itself, as is indicated by him, when he calls the city, by a figure, Babylon, as he does in the following words: The church that is at Babylon, elected together with you, salutes you; and so does Marcus my son.
