Why Paul had to be from Tarsus

Simple. Because the biblical Jonah (that of the belly of the fish) had to arrive to Tarsis, if only god had not wanted him as preacher in Ninive.
The antinomianist nature of this Paul from Tarsus/Tarsis is reflected by the fact that a rebel anti-YHWH Jonah had to arrive there as effect of the his not-obedience. The fact that Paul was just born there is an implicit confession by Acts (or by the his source) of the fact that Paul was a gnostic anti-nomianist icon quasi per se.
