Prophetic Eclogues 15
The Saviour showed to the believing apostles prayer to be stronger than faith in the case of a demoniac, whom they could not cleanse, when He said, Such things are accomplished by prayer. He who has believed has obtained forgiveness of sins from the Lord; but he who has attained knowledge, inasmuch as he no longer sins, obtains from himself the forgiveness of the rest.

It is clearly an allusion not a direct reference see Text of Gospels in Clement 1

Clement is almost certainly referring to Mark. The only real parallel Matthew 17:21 appears to be a later addition (from Mark) to the text of Matthew and was probably not in Clement's copy of Matthew.
