A reason to think so is that we see in action the same relation of cause-effect:
- Death of James ----> Vespasian sieged Jerusalem, in Hegesippus
- Death of John ----> Aretas defeats Herod, in Josephus
- James shows the "Gate of Jesus", in Hegesippus
- John shows the "Baptism of John", in Josephus
- A description of the virtues of James the Just, in Hegesippus
- A description of the virtues of John, in Josephus
- The appellative "the Just", referred to James, in Hegesippus, without apparent explanation
- The appellative "the Baptist", referred to John, in Josephus, without apparent explanation

I should add:
- the Jews and scribes and Pharisees fear too much the power of persuasion by James, in Hegesippus
- Herod fears too much the power of persuasion by John the Baptist, in Josephus
- James "was not killed by the fall", but later by a club, in Hegesippus
- John the Baptist was not killed where he was arrested, but later, in Macherus, in Josephus
