Yes, Römer is theologian specialized in the OT. He is, among other things, one of the two editors of one of the three main introductions to the OT for students of theology in Germany. Lots of his lectures at the College de France are available online, also those from the time when Finkelstein was also giving lectures there. Much of the contents of his book "The Invention of God" can be just taken from those lectures. I recognized some of his points in that Haaretz article.
