Doesn't Philo's On the Embassy to Gaius count as a 1st century reference? My guess is that Ehrman doesn't consider Philo as a "Roman source". Based on his statement, he appears to disregard Josephus also as a "Roman source", and Josephus actually lived in Rome and became a Roman...
