As far as the "he" vs. "they" issue in Mt. 23 goes, regardless of the provenance of the Shem Tov Hebrew Matthew I think the passage at least makes more sense as "he" (i.e., Moses) and can see how vav and yod in Hebrew could have been easily confused by a translator. I ...
