Perhaps we can agree that there are many factors in how long writing on papyrus and parchment survived or did not. Usage, discards, caves, jars, dryness, and others.
Here, maybe, maybe is another factor to consider regarding c14.
I don't fully know how which mss are chosen for testing, but there may be a non-random tendency to select for testing the larger pieces, such as 1QIsaiah-a. Because there is more blank space available. And because there is enough text to know what is being tested--unlike some small fragments.
Yet the small fragments--because they survived less intact, for various reasons--may be--on average!--older than the big pieces.
