Is the expression "The Samaritan is the Other by definition" born in sociology or in metaphysics?

If the expression is born in sociology, then it is a mere attempt to read modern public discourse on the migrants in "early writings": something as "also Jesus was a migrant", etc

But what if the same expression has been formulated in a metaphysical sense? The Samaritan, as totally "Other", would become eo ipso the Deus Alienus of Marcion.
