Ethiopian Dam and Isiaih

Can anyone help me clarify why Isaiah 19 is not a prophecy for our time? I am hearing a lot about the Ethiopian Dam that is being built and how it will fulfill the statement in Isiah that the Nile will dry up. I thought this prophecy was geared to an earlier time. Am I right? The funnies around me are all over this.

Isaiah 19 probably refers to the Assyrian invasion of Egypt under Sargon, when Judah was still the ally of Assyria (ca 718 BCE).
