Is Apulia mentioned in Isaiah 66:19 ?

Is Apulia mentioned in Isaiah 66:19 ?

Puglia (Apulia) is an Italian region .

Some has said that it is mentioned in Isaiah 66:19, as "Pul":

And I will set a sign among them, and I will send those that escape of them unto the nations, to Tarshish, Pul, and Lud, that draw the bow, to Tubal, and Javan, to the isles afar off, that have not heard my fame, neither have seen my glory; and they shall declare my glory among the Gentiles.

Is it true?

Pul is more likely related to Punt or Punic or P(h)ut or Fulah/Fulbe or Hul.
(Not sure if I remember seeing a similar name to Pul or Put in the ancient/modern Eritrea/Djibouti/Sudan area?)
Puglia/Apulia doesn't look linguistically very likely (minus the A-, -g-, -ia). Pwyll? Pole/Poland?
