Don't forget that 6 sigma = 99.99966%.

However, there is not enough data points to make 3 sigma predictions let alone 6 sigma regarding C14 testing of the Dead Sea scrolls. Can it be done? Sure, but who wants to destroy even the smallest dot or tittle of the smallest fragment of the Dead Sea scrolls?
I'm comfortable that a significant sampling has been selected. However, the results will not confirm which is more accurate, C14 testing or paleography. Neither field wants to debunk the other, so I'm sure a happy medium will be selected before the results are released to the public.
Just like paleontology and geology.
Even so, both will agree that some of the scrolls are much older than originally thought.
