Here's the latest on my enquiry. I sent a request to have the text analysed and I received this response:

Your enquiry has now been assessed by the Manuscripts Reference Enquiries Team, and it has been decided that it would be answered more appropriately by the Asian and African Studies Reference Enquiries team (------------@bl.uk) . It was transferred there on 9th December.

That is because Syriac mss are held by that dept. But I have found them easier to deal with than Western mss., actually.

It would be wonderful to use MSI on the Ephraim ms. They did a blig post on it in the last few days.

Thank you for your message, which has been forwarded to me for reply.

I have raised this matter with some of my curatorial and conservator colleagues. They have been pleased to inform me that multispectral imaging of the manuscript @ shelfmark Add. 14623 has been scheduled for early 2015. The aim will be then to test a selection of folios within it which present challenges as regards legibility. Once these results have been evaluated we will decide how to proceed.
