In English we don't have the noun "refuger."

It doesn't mean someone who releases prisoners from bondage but to provide refuge or asylum. Two different shades of meaning.

As a refugee I can find deliverance in America but that doesn't make America the one who released my from prison in my home country

Psalm 18:48:
It doesn't mean: "he provides a refuge from my enemies".
The difference is not a real difference. The context decides if the sense is 'deliverer', the more cold 'releaser', or 'giver of a refuge'.
He delivereth me from mine enemies yea thou liftest me up above those that rise up against me thou hast delivered me from the violent man

If you're not interested in engaging with a language with sincerity there is no point debating. Equating refuge with deliverance is a common Biblical theme.

Have you studied Hebrew exegesis of 2 Samuel 22? That's how real scholarship is carried out.

It doesn't mean to unshackle a prisoner. Never.

Are you saying that PALAT is never used in contexts where it means 'to deliver' ?
Are you denying that Pilate wanted "to provide a refuge" to Jesus, but he ended "to provide a refuge" to Barabbas?
How do you explain this point:
Are those 5 translations where PALAT means 'deliverer' completely wrong, according to you?

You just keep copy and pasting a third rate source. A better case can be made from the LXX but then you don't get your desired etymology.

Case in point the Targum: וַאְמַר יְיָ תֻקפִי וְרֻחצָנִי וֻמשֵיזֵיב יָתִי לי
