That Pilate was in Judaea late in the time of Tiberius is supported by Josephus, re the connection with Vitellius. That Pilate was in Judaea early in the time of Tiberius is supported by Josephus with the connection, in 19 c.e. to both Germanicus and the expelling of Jews from Rome. It is also supported by your old friend, Eusebius, who tells you that the Acts of Pilate had a passion narrative in the 7th year of Tiberius. (which would put Pilate in Judaea from 14 c.e.) Yes, Josephus has made things difficult re the numerical data - but that calls for investigation not rejection. Why did Josephus make things difficult re the numerical data and his actual narrative ? Did he really remove 7 years from Gratus - or was he indicating that one of the governors had two terms in Judaea - that the 11 years period was not consecutive years.? Many questions could be asked - but rejecting the numerical date is to leave Josephus, so to speak, off the hook. It also restricts our own investigation into early christian origins.
The TF dated to 19 ce is a gift horse for the ahistoricists. For the Jesus historicists upholding Lukan chronology - it is a nightmare. And as for those upholding a Eusebius whole cloth interpolation into Antiquities - well - what about old ideas not going gently into the night - rage rage against the dying of the light...
